In its experimental application, Inmarsat sought authority to conduct tests, demonstrations and market studies using four different mobile earth terminals produced by four different manufacturers. These types of uses will involve Inmarsat, its four manufacturers, and various Inmarsat distributors and resellers, located at various locations around the United States, and operating at different times. Thus, the proposed uses are expected to be geographically dispersed, and involve a number of different people, each of whom may have more than one terminal of each type in his or her possession, in order to have spares available in the event of equipment failure. For this reason, Inmarsat has asked for authority to cover twenty of each type of terminal, for a grand total of eighty terminals. However, Inmarsat does not anticipate that more than approximately twenty of these terminals would simultaneously be transmitting at any given time under this experimental authority.
