Explanation
Please explain in the area below why an STA is necessary:
Inmarsat Hawaii Inc. seeks STA to initiate a program of experimentation designed to facilitate the introduction of its Global Satellite Phone Service (GSPS) to the U.S. market. See Exhibit A for more information.

Purpose of Operation
Please explain the purpose of operation:  Technical demonstrations using Global Satellite Phone Service (GSPS) handsets. Inmarsat Hawaii Inc. seeks STA to (i) conduct technical demonstrations using GSPS handsets; (ii) test those handsets in connection with their production and the deployment of other parts of the GSPS network; and (iii) otherwise develop radio techniques, equipment, operational data and engineering data related to GSPS. See Exhibit A for more information.
