Dear Senator Burns,

I am contacting your office for assistance with the Federal Communications
Commission.

The Inland Northwest Space Alliance (INSA) is working with Space Dynamics
Laboratory (SDL) to conduct testing of Unmanned Aerial Vehicles (UAV’s) at
the Glasgow, Montana airport on September 13-15, 2004.

INSA needs to obtain clearance from the FCC for the flight paths and radio
frequencies. The UAV’s operate up to 1000 ft AGL with the line of sight not to
exceed 5 miles at Glasgow AFB.

The exact frequency allocations include:

GCS (uplink, for Command/Control) at 1 Watt output via omni-directional dipole
antenna:
Channel A: 399.400 MHz
Channel D: 390.400 MHz
Channel E: 387.400 MHz
Channel G: 384.400 MHz

Air Vehicle (Downlink, for Video/Telemetry) at 2 Watts output via omni-
directional dipole antenna:
Channel 1: 1710.000 MHz
Channel 3: 1750.000 MHz
Channel 5: 1790.000 MHz
Channel 7: 1830.00 MHz

72 MHz band (commonly used for radio airplane control) and wireless LAN
frequencies for operating 802.11 wireless services. In addition, the autopilot is


a frequency hopper, hopping from 902-928 MHz, centered on 915 MHz. The
back-up R/C link is on 72.570 MHz.
