Explanation
Please explain in the area below why an STA is necessary:
We are in the process of a license modification that includes some additional test sites. However the modification has been delayed because we need to coordinate with the FAA to get non-government temporary numbers for a band of frequencies that we are also trying to add. Because of this delay, and the fact that our last modification took 8 months to complete, we are requesting the STA for a few of the new sites to allow us to proceed with our product testing while waiting for the modification to be completed.

Purpose of Operation
Please explain the purpose of operation:  To test a Ku band synthetic aperture radar. We have a Ku band synthetic aperture radar that we will be testing on different aircraft and over various types of terrain.
