RE: Purpose of Proposed Experimental License IWL Communications Inc. DBA CapRock Services Corp. Houston, Texas 1.8 Meter and 2.4 Meter C-band Transmit Earth Station(s) IWL Communications Inc. DBA CapRock Services Corp. has the need to test and validate satellite earth station transmitting and antenna equipment combinations at their Houston, Texas facility, prior to shipping the products to customers. The satellite earth station equipment will be used for testing purposes only and not to establish permanent communications links from this facility. An interference analysis of the shared C-band spectrum (5925 – 6425 MHz) has been completed and indicates that no local 6 GHz terrestrial microwave receivers will be impacted by the low power testing of the 1.8 and 2.4 meter C-band earth station antennas. A copy of the interference analysis report is attached to the experimental license application request. No formal frequency coordination was completed for these antennas, since they will not be used to establish temporary or permanent communications links from this facility. Further justification for not coordinating these antennas, is based on the fact that the Houston facility has existing large diameter C-band uplinks already under coordination, that should serve as notification and protection to the existing 6 GHz terrestrial microwave community.
