    This authorization is for the purpose of testing a modified version
    of its encoder receiver—transmitter ("ERT") for utility meters.




    This     special   temporary    authorization is granted upon the express condition
    that it may be terminated by the Commission at any time without advance
    notic¢e or hearing if in its discretion the need for such action arises.
    Nothing contained herein shall be construed as a finding by the Commission
    that the authority herein granted is or will be in the public interest
    beyond the express terms hereof.

    This special temporary authorization shall not vest in the grantee any right
    to operate the station nor any right in the use of the frequencies
    designated in the authorization beyond the term hereof, nor in any other
    manner than authorized herein.        Neither     the   authorization           nor    the    right
    granted     hereunder   shall    be assigned or otherwise transferred in violation
    of the Communications Act of 1934.         This      authorization         is   subject      to   the
    right     of use of control by the Government of the United States conferred by
    Section 706 of the Communications Act of 1934.

    This authorization effective          March 30, 1992                 and           FEDERAL

                                      Re:   Request for Special Temporary Authority

       Dear Mr. Wright:

            EnScan, Inc. ("EnScan"), by its attorneys, hereby requests
       special temporary authority ("STA") to use the 910—920 MHz
       frequency band authorized under Part 15 for low—power
       communications device transmissions to test a modified version of
       its encoder receiver—transmitter ("ERT®") for utility meters.
       The test would take place in Chicago, Illinocois, between March 30,
       1992,    and June 30,        1992.

               EnScan is a Minnesota company that currently sells an
       Accuread® System that allows utilities to reduce or eliminate the
       need to manually collect utility customer billing data.                   The ERT®
       itself is installed on gas, water, or electric meters and
       transmits data from the meter to a data collection unit in
       response to a mobile wake—up call.                   This equipment, Model 40—G,
       has been certified for use under FCC Identifier EWQ90O0FP248251l7—A.

            EnScan now has need to test the equipment in a particularly
       difficult RF environment by transmitting at —53 dBm, a power
       higher than its certification, although still within the Part 15
       output limits of —51 dBm for fundamental emissions.  However, in
       bench tests at the higher fundamental emission level, the 4th
       harmonic emissions transmit above the power specifications.

Therefore,    EnScan respectfully requests special temporary
authority under Part 5 to test at the higher power, in order to
determine whether that change can overcome the problems caused by
the RF environment (in which case EnScan will seek a new
equipment certification for the higher power device).

     The proposed test bed will consist of approximately 1000 gas
meters in a four—block area of Chicago.  In the unlikely event of
any harmful interference, the units can be easily located and
removed.  It is not anticipated that EnScan will require more
than a 90—day period in order to determine whether raising the
level of the fundamental emissions achieves the desired
effectiveness.

      For the foregoing reasons,   EnScan respectfully requests the
grant of special temporary authority to conduct an experimental
demonstration of the EnScan system involving approximately 1000
ERT® units in Chicago, commencing on or about March 30, 1992, and
ending no later than June 30, 1992.
