                                 Section 3: SPECTRUM PLANNING SUBCOMMITTEE (SPS) RECOMMENDATIONS

The SPS reviewed this system under the provisions of Chapter 10 of the NTIA Manual and recommends that:

           NTIA certify Stage 3 spectrum support for the Split Aces IMSAR Ku—Band SAR as specified in Section 1.
     #a    Navy ensure that the Split Aces IMSAR Ku—Band SAR shall have the capability to cease operation in the band 15.7—
           16.2 GHz when within a distance of 4 km from an Airport Surface Detection Equipment 3 (ASDE—3) radar, in
           accordance with Section 8.2.46 of the NTIA Manual.
     3.    Navy be aware that operations of this system are on a secondary basis to non—federal fixed—satellite and
           broadcasting—satellite service operations in the band 17.3—17.7 GHz; therefore, it may be difficult or impossible to
           successfully coordinate assignments within these bands at some locations.
     4.    Navy be aware that should higher power operations of this system be necessary Split Aces must not exceed an
           e.i.r.p greater than 51 dBW in the frequency band 17.3—17.7 GHz, in accordance with Footnote US259 to the
           National Table of Frequency Allocations.
     5.    Navy protect personnel from radiation levels that exceed generally accepted exposure criteria.
