Dear Sir/Madam:

Pursuant to Section 5.56 of the Commission’s Rules, 47 C.F.R. § 5.56, Hughes Network
Systems (“HNS”), a division of Hughes Electronics Corporation, hereby requests Special
Temporary Authorization to operate an experimental station at a temporary location for a
limited period of time, to develop and test equipment intended for export. The technical
specifications of the operation are listed below, in accordance with Section 5.56. An
FCC Remittance Advice form and a fee payment of $45 are attached.

This license will cover testing in the United States of equipment to be used in connection
with the Thuraya mobile satellite system by end users in the United Arab Emirates and
other countries. Transmissions will take place on frequencies licensed to AMSC and all
operations will be coordinated with AMSC prior to any transmissions. Transmissions
will take place between handheld mobile terminals and fixed transmitters on building
rooftops that simulate the operation of a satellite transmitter.

8. Equipment

       a.      Thuraya UT (User Terminal designed and manufactured by Hughes
               Network System) – 10 units maximum
       b.      Directional Antenna designed and manufactured by HNS – 2 Units
       c.      Thuraya GS (Ground Segment designed and manufactured by Hughes
               Network Systems) – 1 unit

9. Frequencies

1545-1559 MHz, 1646.5-1660.5 MHz

10. Power

Nominal power level is +35 dBm EIRP.

11. Type of emission

QPSK, 23.4 ksymbols/sec, 31.6 kHz bandwidth


12. Height of antenna

Fixed base antennas will be mounted on building rooftops attached to existing structures.
If any new antenna support structures are erected, they will not exceed the height of any
existing structures on the rooftops.

13. Anti-Drug Abuse Act Certification

HNS certifies that neither HNS, nor any of the officers or directors of HNS, is subject to a
denial of federal benefits pursuant to Section 5301 of the Anti-Drug Abuse Act of 1988,
21 U.S.C. § 862.
