$EXHIBIT A Request for Pro Forma Assignment Station WB2XIX Hughes Electronics Corporation (“HEC”), a Delaware Corporation, is the licensee of station WB2XIX. The instant application requests Commission consent to the pro forma assignment of authorization WB2XIX from HEC to Hughes Network Systems, Inc. This assignment will not affect the control of this FCC license; Hughes Network Systems, Inc. is a wholly-owned subsidiary of HEC. This pro forma assignment is part of an internal reorganization by HEC of its corporate business units. The public interest will be served by allowing HEC to select the most appropriate Hughes business unit to utilize the FCC licenses that Hughes controls. This internal reorganization is not contingent on the consummation of the transactions that are the subject of the Agreement and Plan of Merger by and between EchoStar Communications Corporation and Hughes Electronics Corporation.
