Below please find our answers associated with each question regarding the pending experimental
modification application (File No. 0124-EX-ML-2015):

1.      Provide a justification for the number of units of experimental equipment being used. Who are
these units going to be distributed to?

Higher Ground is seeking to operate up to 100 prototype devices under the existing experimental license
in order to accommodate (i) the expanded and new areas of operation proposed under the modification
application and (ii) the anticipated small production of prototype units that will enable Higher Ground to
conduct an additional phase of testing during the remainder of the two-year license term.

The prototype units will be distributed and operated by employees, consultants, and others associated
with Higher Ground for product testing and development purposes on a non-commercial basis.

2.       What is the relationship of the application for blanket mobile earth terminal (“MET”)
authority to operate SatPaq METs on C-band frequencies throughout the United States to this
experimental license application? Is there an associated file number?

The MET application (IBFS File No. SES-LIC-20150616-00357) seeks regular licensing authority for
commercial, nationwide operations on a long-term basis. In the meantime, while the MET application is
pending and/or prior to commercial deployment of the SatPaq service, the experimental modification
application seeks to modify Higher Ground’s existing experimental license for non-commercial
testing and development of prototype SatPaq devices by (i) expanding existing and adding new areas of
experimental operation and (ii) enabling Higher Ground to test and demonstrate the feasibility of its
proposed interference protection/self-coordination techniques.
