             PROGRAM OF RESEARCH AND EXPERIMENTATION

      Pursuant to 47 C.F.R. § 5.59(a)(1), Higher Ground LLC (“HG”) requests to
modify its conventional experimental license (Call Sign WH2XHP; File No. 0233-EX-
RR-2016) by:

(1)    replacing the Jackson, CA area with a new Denver, Colorado area, within 150 km
       centered around 38-47-59 NL and 106-0-0 WL;

(2)    replacing the White Bird, IA area with a new Los Angeles, CA area, within 200
       km centered around 34-26-35 NL and 117-30-0 WL;

(3)    expanding the Anchorage, AK area from 100 km to 200 km in radius;

(4)    adding new operating frequencies and replacing the five operating channels (at
       5925-5930 MHz, 5935-5945 MHz, 5955-5965 MHz, 5975-5985 MHz, and 5995-
       6005 MHz) with a single, larger operating channel at 5925-6035 MHz;

(5)    specifying an emission designator of 10M0G1D and frequency tolerance of 1.0E-
       6% for emissions within the operating channel at 5925-6035 MHz; and

(6)    slightly increasing the maximum effective radiated power (“ERP”) from 10 watts
       to 11 watts.

        The proposed modifications to the operating areas will help facilitate HG’s
ongoing experimental operations by allowing HG to test and operate prototype SatPaq
user terminals within two new expanded areas, thus permitting a fuller assessment of
SatPaq operations under more diverse conditions. Moreover, the proposed modifications
to the authorized frequencies and ERP will provide SatPaq user terminals with additional
operational flexibility as well as access to additional, contiguous spectrum, thus ensuring
further interference protection of authorized point-to-point microwave systems.

       All other terms and conditions of HG’s experimental license will remain the
same. Consistent with its existing license conditions, HG will provide notice of its intent
to operate SatPaq devices to nearby point-to-point operational fixed licensees and
applicants, as well as temporary fixed licensees.
