PROGRAM OF RESEARCH AND EXPERIMENTATION

Higher Ground LLC (“HG”), pursuant to Sections 5.54(a)(1) and 5.59(a)(1) of the
FCC’s rules, requests to modify its conventional experimental license by:

(1) expanding the Palo Alto, California area of operations from 75 km to 250
km in radius (to include Santa Rosa and the North Bay area); and

(2) adding a new New York City, New York area of operations, within 75 km
centered around NL 40-44-54 and WL 73-59-09.

The proposed modifications will help facilitate HG’s ongoing experimental
operations by expanding the areas of operations within which HG may test and develop
new prototype SatPaq user terminals. Consistent with its existing license condition, HG
will provide notice of its intent to operate SatPaq devices to nearby point-to-point
operational fixed licensees and applicants, as well as temporary fixed licensees.
