The reason we have a 20 MHz bandwidth for an unmodulated emission is that most of the time
that the system is active (which is intermittent) the transmission really is unmodulated and is
therefore just a tone, but some of the time it is modulated with a 10 MHz data stream, hence the
main lobe is ~20 MHz; however, even when modulated, because we are using a very low
modulation depth (~10%) the transmitted signal still appears tone-like with the modulation
lobes significantly below the level of the carrier. Thus specifying 20MONON seemed the best
compromise.
