Please explain in the area below why an STA is necessary:
Applicant seeks authority to conduct launch and early orbit phase (LEOP) communications (space-to-Earth) with the three Pathfinder satellites scheduled to be deployed from the Falcon 9 launch vehicle in the 2Q of 2018 (see 0024-EX-CN-2017). Applicant will transmit (space-to-Earth) using 4 MHz channels in the following three frequency bands (one channel for each satellite): 2238-2242 MHz; 2244-2248 MHz; and 2254-2258 MHz. Communications will be with the ground station specified in the above-referenced experimental application, which is located at 196 Van Buren St. #450, Herndon, VA 20171 (38°57'14"N, 77°23'14"W). To allow for potential launch delays, applicant seeks authority to transmit during a 180-day period. Applicant's uplink transmissions are specified in the above-reference application.
