                                                 EXPERIMENTAL STA APPLICATION
                                                 FILE NO. 1024-EX-ST-2019

EXHIBIT 1 - DESCRIPTION OF EXPERIMENT

Harris Corporation ("Harris") hereby requests experimental Special Temporary Authority
(“STA”) to perform critical testing, demonstration, and experiments in conjunction with
the USSOCOM SOF Tactical Communications Program.

Usage on the frequencies requested herein have been successfully coordinated with the
Military Advisory Group which concurred to said frequency usage on June 5, 2019.

Chair, Military Advisory Group

On May 15, 2019 Harris had filed a similar STA request under FCC File No. 0852-EX-
ST-2019. On June 3, 2019 the Commission dismissed that request without prejudice
noting- “NTIA objected because per Annex B of the NTIA Manual, necessary bandwidth cannot
exceed beyond the lower and upper limits of the designated segment. Please nominate frequencies that
falls within the requested segment to allow sufficient bandwidth on both sides.”

This STA request is compliant with Annex B of the DOD UHF channeling plan.

All experimental testing will be conducted in conjunction with the development of
equipment utilized by US Military forces. Accordingly, the applicable POC/Contract
information is provided below.

Applicable Government Contract(s) and POC:
Mark Spadaro
USSOCOM SOF AT&L PEO C4
Phone: 813-826-7263
Email: Mark.Spadaro@socom.mil
Contract: USSOCOM STC MP (H92222-17-D-0021)

Because the equipment is technically incapable of providing station identification, Harris
respectfully requests a waiver of the station identification provisions of Section 5.115 of
the Commission's rules, 47 C.F.R. § 5.115.

All network traffic will be simulated traffic only, solely for evaluation purposes and not
for the purpose of providing network data communications services to user stations.

Harris submits that a grant of this STA request is necessary and in the public interest
because it will advance national security efforts by contributing and assisting in the
further development of communications equipment utilized by the U.S. Armed Forces.
