          EXHIBIT 1 - REQUEST FOR SPECIAL TEMPORARY AUTHORITY

Harris Corporation ("Harris") hereby requests Special Temporary Authority (“STA”) to
conduct mobile testing of an aircraft data telecommunications system utilizing the VHF
frequencies1 contained herein. Testing will be conducted within a 2 kilometer radius
each of four locations- Palm Bay, FL (28 01’44”N, 80 35’53”W), Malabar, FL (27
58’37”N, 80 33’21”W, Frostproof, FL (27 47’21”N, 81 35’54”W), and Linden, FL (28
33’49”N, 82 01’27”W). Harris has listed a requested start date of August 31, 2015 within
this STA request. If the Commission is unable to process this request by that date, Harris
respectfully requests that the STA be processed at the Commission’s earliest convenience
and not be dismissed without prejudice. Harris will adjust its testing schedule to coincide
with FCC approval.

At each of the four locations identified above, hand-held and/or vehicle-mounted mobile
transceivers will be utilized to communicate with either a rotary-wing or fixed-wing
aircraft during testing of a separate air-to-ground communications system. Usage will
occur at locations either individually or in parallel as the test aircraft transits from one
location to another. Usage will be at infrequent intervals as development occurs on the
separate air-to-ground communications system and new features are tested.

The hand-held mobile units (3) will operate at maximum of 5 Watts P.E.P. The vehicle-
mounted units (2) will operate at a maximum of 36 Watts P.E.P.

Harris believes that no harmful interference will occur resulting from usage of the
requested frequencies. However, to the extent necessary Harris will use its best efforts to
avoid and minimize any potential interference. Harris further recognizes that if any
interference to existing licensed stations occurs, any transmissions will be subject to
immediate shut down.

Because the equipment is technically incapable of providing station identification, Harris
respectfully requests a waiver of the station identification provisions of Section 5.115 of
the Commission's rules, 47 C.F.R. § 5.115.

All network traffic will be simulated traffic only, solely for evaluation purposes and not
for the purpose of providing network data communications services to user stations.

Harris submits that a grant of this experimental STA is necessary and in the public
interest because it will facilitate implementation of an aircraft data telecommunications
system.
