Explanation
Please explain in the area below why an STA is necessary:
Performance measurements and testing for new ground-to -air antennas in the 2.4 GHz ISM band from a fixed ground tower to a mobile aircraft at 10,000 ft. Power conducted to all antennas will be compliant at 1 Watt maximum. EIRP for the ground station and from the aircraft may be up to 6 dB above the 47CFR15.247 EIRP limits. This STA is requested to permit exceeding the 1dB per 3dBi conducted power backoff requirement per 47CFR15.214(c)(1)(i) for the ground and the normal 1dB per 1dBi for the air during testing.

Purpose of Operation
Please explain the purpose of operation:  Performance measurements and testing for new ground-to-air antennas in the 2.4 GHz band from a fixed ground tower to a mobile aircraft. The purpose of this test is to measure the antenna patterns and RF propagation in order to demonstrate acceptable performance. One ground site will be used to transmit a fixed narrow beamwidth using a smart antenna to automatically track an aircraft. This test is to measure and record signal strengths on an airborne receiver platform, and to demonstrate antenna performance. The transmit signal has a narrow beamwidth and is designed to be invisible to ground Wi-Fi devices operating in the 2.4 GHz ISM band (2400 to 2483 MHz). RF power incident on the ground from both systems is not expected to exceed normal ‘background’ interference levels on the ground. Actual transmitting times will be limited to several hours per day over a 3-4 day period. The transmitter equipment and site will be manned by engineering personnel at all times the equipment is operating.
