                      EXHIBIT I - DESCRIPTION OF EXPERIMENT

Harris Corporation ("Harris") hereby requests experimental Special Temporary Authority
(“STA”) at its facility located in Palm Bay, Florida to support testing of a replacement
communications system provided by Harris in order to demonstrate waveform compatibility of
equipment manufactured by two independent contractors. The testing will allow Harris to
provide confirmation to its government sponsor of such waveform compatibility prior to final
NTIA/AMSO authorization.

Testing will be conducted on the frequency range of 21.135-21.195 GHz. Harris believes there
will be no frequency interference concerns.          However, Harris acknowledges that all
transmissions will be on a non-interference basis and will adhere to any conditions placed on the
Special Temporary Authorization.

Because the equipment is technically incapable of providing station identification, Harris
respectfully requests a waiver of the station identification provisions of Section 5.115 of the
Commission's rules, 47 C.F.R. § 5.115.

All network traffic will be simulated traffic only, solely for evaluation purposes and not for the
purpose of providing network data communications services to user stations.
