Mr. Young,

David Alianti and I are supporting the Department of Defense and others to assist in the coordination
of S-Band systems. We are assisting Harris Corporation in the request for S-Band operations in the
Palm Bay, FL area. We contacted the Electronic News Gather (ENG) coordinators requesting
coordination with non-federal/commercial users and received confirmation that they approved our
request for operations.

Please find attached the email correspondence with the ENG coordinators. If you have any questions
please let me know.

       Looks good to me. We don't have any 2 GHz systems in Palm Bay. WESH has a 2 GHz system
       in Cocoa. No knowledge of their other hardware in our county. Check with WESH.

My colleague David Alianti and I are supporting the Department of Defense (DoD) Chief
Information Office (CIO) to assist in the coordination of DoD federal S-band (2025-2110 MHz)
systems with non-federal/commercial users.

Our area of responsible is focused on coordinating DoD federal earth stations (satellite uplinks).
We have been working with NAB/SBE and ENG representatives at the local and national level
to begin the process of outlining mutually acceptable sharing criteria.

We would like the opportunity to discuss the possibility of coordinating a proposed S-band
satellite uplink terminal operating at Palm Bay, FL. The attached contains the high level
technical parameters and CONOPS for the terminal. We understand that there may be additional
questions or follow-up discussions that will be required upon review of the data. Please feel free
to contact us for further discussion.

We are standing by to address any questions that may arise. If necessary, my colleague and I are
willing to meet with you to discuss this request in person. We look forward to your review.
