The FCC's International Bureau/Satellite Division (IB/SD) would like you to address the following issues:

IB/SD has reviewed the subject request (updates and new operating frequencies) and we have the
following comments/questions:

First, we want to thank the applicant for their addressing our concerns.


Review of SpaceCap API:

On the DWNLINK beam, group id # 8 and group id #9 (2247.5 MHz and 2265.1 MHz bands), the earth
station receive antenna noise temperature value is 4067 degrees. Is this temperature value correct? We
also note that for group id # 2 (1282.5 MHz band) the earth station receive antenna noise temperature is
410 degrees. Please verify and confirm the noise temperature value.

NOTE: applicant be aware that in previous satellite filing to the ITU BR, if the satellite is planning to use a
frequency band that is properly allocated for the type of service (indicated by the class of station) then the
BR has indicated that administrations cannot claim RR 4.4 to avoid coordination and has required the
USA to file a CR/C (coordination request) instead of an API. We want to bring this to your attention in
case the BR make this conclusion on some of the frequency bands filed in this request.


Global Star SpaceCap API entry:

In previous experimental satellite filing to the ITU BR, for this G.S. link it had a class of station of an
Inter-Satellite link code ES; we notice that this filing has it code as EH (space research). We can okay
with submitting the filing as is.


Other pending items:

We note the ongoing coordination with EchoStar in the frequency band 2005.625 MHz band. Please
keep us inform on the ongoing effort and please provide us with conditions/restrictions once you have
reached an agreement with EchoStar. We will need to add any conditions agreed in the Grant.


The items indicated above must be submitted before processing can continue on the above referenced
application. Failure to provide the requested information within 30 days of March 13, 2017 may result in
application dismissal pursuant to Section 5.67 and forfeiture of the filing fee pursuant to Section 1.1108.
