Mr. Young,

Harris has met with the AWS licensees (DISH and EchoStar) and is working with them to satisfy any
interference concerns. We are quite confident that we will accomplish this well before the end of the year
(allowing for holiday interruptions) to allow Harris to provide the documentation necessary for the FCC to
continue processing Harris’ application. We request that the FCC will allow Harris additional time
to provide the requested information in order for the parties to resolve the issues raised.
