PROGRAM OF RESEARCH AND EXPERIMENTATION

HNS License Sub, LLC (“HNS”), pursuant to Sections 5.54(a)(1) and 5.59(a)(1) of the rules of the Federal
Communications Commission, requests to modify its conventional experimental license (WH2XZL) by:

 Adding an additional station location for each of the 11 mobile antennas.

The proposed modification will facilitate HNS’s ongoing experimental operations by expanding the
options for testing and developing new services.
