Message:

The criteria that the Experimental Licensing Branch will consider for expedited processing are limited to
national defense, weapons development, homeland security, public safety and safety of life. Explain how
your application fits into one or more of those categories.

You first say that your market studies will use up to six terminals, but then say that you request "flexibility
to use terminals authorized under the WE2XEW license for other limited marketing studies pursuant to
Section 5.93(c). The scope of these future limited market studies will be strictly limited to a small subset
of the total units authorized under this license." What does this mean? We must know the maximum
number of units that will be involved in all market studies requested under this authority.

The items indicated above must be submitted before processing can continue on the above referenced
application. Failure to provide the requested information within 30 days of February 02, 2009 may result
in application dismissal pursuant to Section 5.67 and forfeiture of the filing fee pursuant to Section
1.1108.
