As stated in the application, Globalstar, L.P., is the manager of the Globalstar satellite
constellation, which is licensed to L/Q Licensee, Inc., a wholly-owned subsidiary of
Loral/Qualcomm Partnership, L.P. The 1.6/2.4 GHz bands are authorized in Loral/Qualcomm
Partnership, L.P., 10 FCC Rcd 2333 (Int'l Bur. 1995), and the 5/7 GHz feeder links in L/Q
Licensee, Inc., 11 FCC Rcd 16410 (Int'l Bur. 1996). Globalstar, L.P., is ultimately controlled by
Loral/Qualcomm Partnership, L.P. Globalstar, L.P., has previously been granted an
experimental license to use the 1.6/2.4 GHz frequencies (WB2XAE).
