The FCC has requested justification of a nationwide experimental license and the use of 300
equipment units.

Response: Globalstar, L.P. ( GLP ), is in the process of developing an airborne service over the
Globalstar 1.6/2.4 GHz Mobile-Satellite Service system. This experimental license will be used
to test out the development hardware. GLP expects to test with approximately 100 terminals in
different types of airplanes which will traverse throughout the continental United States. The
nationwide license is important because GLP needs to test the airborne service as planes pass
through the three contiguous Globalstar service areas which encompass the continental United
States. These areas are served by three separate gateway earth stations, two in Canada, the other
in Clifton, Texas. 100 test units are requested for this experiment.
