                       Experimental License: WB2XAE

                       Experimental License Applications:
                       File No. 0O011—EX—ML—2001 and
                       File No. 0028—EX—PL—2001

  Dear Mr. Caton:

          On behalf of Globalstar, L.P., I am writing to update the information in the
  files for the above—referenced experimental license and license applications.
  Globalstar, L.P., is the licensee of Station WB2XAE and applicant for licenses in
  File Numbers 0011—EX—ML—2001 (modification of license for Station WB2XAE) and
  0028—EX—PL—2001 (new license).

         On February 15, 2002, Globalstar, L.P. (CGLP"), filed a petition under
  Chapter 11 of the U.S. Bankruptcy Code in the U.S. Bankruptcy Court for the
  District of Delaware. The existing ownership and management of GLP remains
  unchanged at this time. Normal company operations and customer support will
  continue uninterrupted while GLP operates under Chapter 11 protection, as
  Globalstar, L.P., Debtor—in—Possession.

            GLP intends to emerge from bankruptcy and continue existing operations.
  Therefore, the experimental license programs outlined in the two above—referenced
  applications are still valid, and GLP reaffirms its request for grant of the above—
  referenced applications. Appropriate applications and/or amendments will be filed
  if the Chapter 11 proceeding results in substantial changes in ownership to GLP.
