Please explain in the area below why an STA is necessary:
Globalstar is already licensed for use of the communication frequencies. The only change from Globalstar's currently licensed operations is that the Globalstar constellation will be receiving transmissions from the FCC-approved modules on a space station rather than communicating with these type of terminals from earth-based locations. Globalstar's License does not cover space-to-space operation, thus requiring this Experimental License request.

Purpose of Operation
Please explain the purpose of operation:  To support communications for the TechEdSat-8 CubeSat mission. The purpose of this Special Temporary Authority (File 1705-EX-ST-2018 ) is to allow the applicant to provide communications for the TechEdSat-8 CubeSat mission, which has been approved by the NTIA (Doc 43772/1, SPS-23290/1). The CubeSat mission office has told Globalstar that the NTIA has coordinated the Mission with the FCC. The objectives of the NTIA project are presented in NTIA file SPS-23290/1.
