The objective of the Globalstar Form 442 Experimental License request is to support
communications for the INCA CubeSat mission. INCA project objectives are presented in
STA File 0839-EX-CN-2017, filed by New Mexico State University.



Background:

  This request is related to a Form 442 request (FCC File No. 0839-EX-CN-2017) filed by
New Mexico State University).

   In its request, New Mexico State University sought authority to operate a sci_Zone
Model# Linkstar-STX3 simplex transmitter module which is integrated into the INCA
CubeSat and will be launched into low-earth orbit. Data collected by the INCA CubeSat will
be transmitted by the sci_Zone Linkstar-STX3 module and relayed to the New Mexico
State University mission operations center by means of the Globalstar system
constellation and the associated ground infrastructure.

   In this Experimental License request, Globalstar seeks authority, in connection with the
aforementioned INCA Form 442 application, to receive transmissions from the licensed
Linkstar-STX3 module and to relay the data to the INCA mission operations center.

   The only change from Globalstar’s currently licensed operations is that the Globalstar
constellation will be receiving transmissions from an FCC-approved terminal located on a
space station rather than receiving those transmissions from the usual earth-based
location of this type of terminal. Globalstar’s License does not cover space-to-space
operation, thus requiring this Experimental License request.

   It is anticipated that the INCA CubeSat mission will be in orbit for approximately 24
months. New Mexico State University will notify the FCC of the dates of actual operation,
once those dates have been established.
