Explanation
Please explain in the area below why an STA is necessary:
The sole purpose of this STA application is to allow Globalstar to communicate with the CaNOP Cubesat spacecraft (Carthage College and sci_Zone) using Globalstars already-approved ground station network and already-approved satellite constellation (HIBLEO-4). Globalstar is already licensed for use of HIBLEO-4 and the communication frequencies. The only change from Globalstars currently licensed operations is that the Globalstar constellation will be communicating with the FCC-approved modules on a space station rather than communicating with those same terminals while on earth. Globalstars FCC License does not cover space-to-space operation, thus requiring this Experimental License request.

Purpose of Operation
Please explain the purpose of operation:  Purpose of operation is to support communications for the CaNOP CubeSat mission. The CaNOP mission is described in FCC File 1637-EX-ST-2018. The purpose of this Special Temporary Authority request is to allow the applicant to provide communications for the CaNOP CubeSat mission, FCC File 1637-EX-ST-2018. The CubeSat mission office has told Globalstar that their ELS application properly describes the mission, and that the objectives of the project are presented in FCC File 1637-EX-ST-2018.
