Description of Research Project The overall goal of the RFTSat mission, is to to develop and demonstrate a space-based RF backscattering communications system. Detailed mission plans are provided in FCC File 1007-EX- CN-2018 The Experimental License requested, is necessary to authorize radio transmission of data from the RFTSat satellite to the RFTSat mission office via the Globalstar constellation. Globalstar has an FCC Blanket License for these types of communications, but the Blanket License covers earth-to-space and space-to earth communications. In the case of the RFTSat mission, the Globalstar transmitters are on board a space-based platform rather than being located on earth.
