Explanation
Please explain in the area below why an STA is necessary:
This request for special temporary authority (STA) is related to an STA request (FCC File No. 0135-EX-ST-2013) filed by Taylor University. In its request, Taylor University sought authority to operate a Globalstar simplex transmitter module that will be included in a “CubeSat” that will be launched into low-earth orbit. The simplex module will transmit data collected by sensors on board the CubeSat to its operations center by means of the Globalstar system constellation and the associated ground infra-structure. In this STA request, Globalstar seeks authority, in connection with this experiment, to receive transmissions from a licensed Globalstar simplex module and relay them to the Taylor University CubeSat operations center in the identified band. The only change from Globalstar’s licensed operations is that the Globalstar constellation will be receiving transmissions from a space station rather than the usual earth terminal. Globalstar’s License does not cover space-to-space operation. It is anticipated that the Taylor University CubeSat will be in orbit for approximately six months. Globalstar has been advised that Taylor University will notify the FCC of the dates of actual operation, once those have been established.

Purpose of Operation
Please explain the purpose of operation:  To demostrate a low cost, reliable global CubeSat communication link and provide educational experiences for undergraduate students in Taylors Physics and Space Systems classes . The third is research a Lagnuir Plasma Probe for better understanding of the LEO ionosphere and the sun to earth connection.
