Please explain in the area below why an STA is necessary:
The applicant seeks an STA to operate a communications network as part of a test involving UAS operating over the gulf. This is not the primary flight link for the aircraft, but a secondary link involved in the ground to air, and air to air communications to facilitate data transmissions for testing during flight. Two omnidirectional configurations will be deployed on the aircraft, and directional base stations will be used on the ground. EXPEDITED PROCESSING IS REQUESTED. PLEASE SEE ATTACHMENT.
