Explanation
Please explain in the area below why an STA is necessary:
The Prox-1 satellite is Georgia Techs entry in the UNP-7 competition. The Prox-1 satellite utilizes S-band for the downlink. An STA license is necessary in order to complete ground testing for the downlink system.

Purpose of Operation
Please explain the purpose of operation:  This license will be used to perform ground testing between the Prox-1 satellites communications system, and the Georgia Tech ground station. An S-Band transmitter will send telemetry data to ground station, which will then verify the transmission.
