Explanation
Please explain in the area below why an STA is necessary:
To assist the Office of the Secretary of Defense (OSD) Strategic Capabilities Office (SCO) to prototype, demonstrate and deliver a high powered phased array exciter system for naval operations and experiments. GTRI has completed preliminary design work on previous contracts and is working on this effort to complete design efforts, develop & fabricate prototype hardware, demonstrate hardware and deliver prototypes to the SCO.

Purpose of Operation
Please explain the purpose of operation:  Determine whether internal reflections from the radome will create catastrophic internal failures once the system is turned on at full power. GTRI does not have an internal location in which the system can be fully assembled and turned on at full power and therefore requires a temporary experimental license to radiate before delivery to the US Government.
