- Please explain in the area below why an STA is necessary:
- The STA is necessary to make measurements for two sponsored research projects that will end September 30, 2004. Within this timeframe, the campus buildings we want to measure will be available only in May. Also, the STA differs slightly from amendment request: 0076-EX-ML-2003 (which would amend the license 0254-ex-pl-2002). The differences with the amendment are as follows: (1) power level - the STA asks for almost 1dB more ERP in the 6 GHz-6.5GHz band, (2) the STA asks for only the 6 GHz band while the amendment asks for two: 6 GHz and 17 GHz, and (3) the STA changes one large area into two smaller ones and the STA adds two rural locations, one in Georgia and one in Alabama.

Special Temporary Authority application - Initial values - Purpose of Operation
- Please explain the purpose of operation:
- The purpose of the first project is to determine the coverage within various types of buildings of an adaptive array interrogator (or reader) for an RF tag. The project is sponsored by the Army Research Laboratory to develop communications for disposable sensors that soldiers will use to gain information about what is inside buildings. It is assumed for this project that the sensor communicates using semipassive RF tag technology (modulated backscatter). For example, the soldier might shoot the sensor through a window and then the sensor might sense the presense of chemical or biological hazards or the presence of people. My project is only concerned with how the soldier might communicate with the sensor from both inside and outside of the building using an advanced adaptive array type of interrogator. The purpose of the second project, which is sponsored by the National Science Foundation, is to determine the coverage of wireless LAN access points that use multiple-input-multiple-output (MIMO) technology. By moving our transmitter succesively from one position to another a few wavelengths awayl, we can measure performacne of MIMO even though we still use just one transmitting antenna. We will design our measurement campaign to support both projects. We have obtained permission from campus authorities to measure an office building (the Mason Bldg) that will be vacant only during the next school break, which begins the first week of May 2004, and an apartment building (555 8th St.) that will be vacant all of May and part of June. We may get access to the Geoergia Pacific warehouses in Pennington, AL and Ricon, GA. The increase in power levels, relative to our current license, is necessary to ensure that the transmitted signal anywhere within the building will be strong enough to be measured adequately by a receiver just outside of the building. We will reduce the power when less than the maximum we have asked for is sufficient.
