Attached is the Intelsat 707 Line-up Message for transponder use by the General Dynamics
Satcom-on-the-Move™ system.

Please note that the specific Ku-band frequencies that will be used by this system are:

2.4m fixed VSAT hub antenna:             14401.3000 MHz uplink / 11601.3000 MHz downlink
0.6m mobile terminal antenna:            14404.1800 MHz uplink / 11604.1800 MHz downlink

PER THE REQUEST VIA REFERENCE A., WE ARE PLEASED TO SCHEDULE THE SSOG
LINE-UPS FOR FREE USE OF CAPACITY FOR GENERAL DYNAMICS. THE FREE USE IS
FOR SATCOM-ON-THE-MOVE DEMONSTRATION. THE FREE USE IS GRANTED FOR 12
DAYS STARTING FROM 22-NOV TO 3-DEC-2004. PLEASE DEACTIVATE THE CARRIERS
BY THEN.

PRIOR TO ACTIVATION OF THE CARRIERS, THE LEASE HOLDER IS RESPONSIBLE TO
OBTAIN THE CORRESPONDING AUTHORIZATION FROM THE AUTHORITIES IN THE
COUNTRY THE SERVICE WILL BE TRANSMITTED.

ACCORDINGLY, THE FOLLOWING SSOG TEST SCHEDULE IS PROVIDED FOR THE
ACTIVATION OF YOUR SERVICES.

ALL CARRIER ACTIVATIONS/DEACTIVATIONS MUST BE CO-ORDINATED WITH
THE Intelsat Global Service Corporation Operation Center (IOC).

STEP 1:

EARTH STATIONS CO-ORDINATE WITH THE IOC AND ESTABLISH THE CARRIER(S)
SHOWN ABOVE. THE ACTIVATION OF CARRIERS MUST FOLLOW THE PROCEDURE
DESCRIBED IN SECT 3.1 OF SSOG-600 DOCUMENT. THE TRANSMIT E.I.R.P. SHOULD
BE ADJUSTED TO PRODUCE THE SPECIFIED DOWNLINK E.I.R.P. AS MEASURED BY
THE Intelsat Global Service Corporation CSM.

STEP 2:

IN ACCORDANCE WITH SSOG 600 SECT 3.1, EARTH STATIONS AND THE IOC ENSURE
THAT THE ACTUAL BANDWIDTH OF EACH CARRIER DOES NOT EXCEED THE
ALLOCATED BANDWIDTH BY USING A SPECTRUM ANALYSER.

STEP 3:

ADDITIONAL TESTING IS OPTIONAL, AND MAY BE CONDUCTED BY THE EARTH
STATIONS TO ENSURE THE DESIRED PERFORMANCE IS ACHIEVED.
