Exhibit Information – Propose, Objective, Contribution:

   a. The test and demonstration program will involve the integration of different earth
      terminal antenna components with appropriate upconverters, Solid State Power
      Amplifiers, Low Noise Block Downconverters, and modem equipment to
      interface with various alternative cooperating earth terminals and VSAT networks.
      The earth terminals will be tested over various commercial geostationary Ku-band
      (14.0-14.5 GHz) satellites.
   b. The license applicant is a major manufacturer of satellite communications
      equipment. The primary objective of the requested license is to verify and
      demonstrate the operation of various alternative antenna and RF equipment
      configurations at various potential operating locations. Such tests and
      demonstration will not carry revenue traffic but will instead verify performance of
      the Earth Terminal equipment in a temporary fixed location environment. The
      specific objectives are to demonstrate compliance with the commission’s Part 25
      regulations using a variety of new-production antennas and RF equipment,
      providing optimum efficiency on the satellites of interest while precluding any
      sources of potential interference.
   c. The program of experimentation would provide added flexibility in the design and
      production of satellite earth station antennas and RF equipment while still
      satisfying all the requirements of Part 25 of the Commission’s regulations.
