Based on a current contract for the Army Abrams Main Battle Tank SEPv3 program (Contract #: W56HZV‐12‐C‐0322), the
following verbiage was included in the contract to highlight all prototype vehicle test site costs would be assumed by the
Government (no cost to the Contractor). This approach has historically been performed on all previous Abrams and
Stryker combat vehicle programs with General Dynamics Land Systems selected as the defense contractor and system
integrator. The IM‐SHORAD program will be undergo radar testing at designated test sites (RTC, WSMR, APG) beginning
in September 2019 and the Army has also requested whether any radar testing can be performed at the General
Dynamics Land Systems facility in Sterling Heights, MI. Therefore, General Dynamics Land Systems is requesting this
application fee be exempted for this Urgent Material Release (UMR) program based on previous exemptions provided to
Government test sites due to Government‐to‐Government transactions and it would be very appreciated by the
customer (PM‐Cruise Missile Defense Systems). Thank you in advance.

C . 3 1 . 2 . 2 Prove‐out Test
Seven prototype tanks shall be allocated for Government testing and two additional prototype tanks shall be allocated
for contractor use. The Contractor shall conduct a vehicle system prove‐out for the seven prototypes prior to start of
Government Production Prove‐Out Test (PPT). The Contractor shall be given the option of using Government test sites at
no cost to the Contractor for system level testing of each prototype test asset. The Contractor shall deliver verification
data, including test, demonstration, analysis, reports and inspection results to the Government. The Test Reports shall
be delivered in accordance with CDRL A069. Upon completion of the Contractor Prove‐out Test, a Final Inspection
Record (FIR) shall be delivered as described in paragraph C.31.8. The Contractor shall correct all defects identified in the
FIR prior to acceptance by the COR to enter into Government test.
