February 14, 2013 Federal Communications Commission Experimental Licensing Branch 445 12th Street SW Washington, DC 20554 Subject: Narrative Statement for Experimental License 0100-EX-PL-2013 Dear Sir/Madam: General Dynamics C4 Systems (GDC4S) is in need of an experimental license for the continuing development and testing of JTRS Handheld, Manpack, and Small Form-Fit (HMS) software defined radios operating with the Wide Networking Waveform (WNW). The WNW represents a new capability that is targeted for the Department of Defense (DoD) and other potential customers. The development includes over-the-air (OTA) testing in the vicinity of GDC4S’ Scottsdale AZ Facility and an isolated area outside of Cave Creek, AZ which will help identify the effects of multi-path and range capability.
