                                      Amendment

        This amendment is filed in response to the FCC’s request for further information,
dated August 21, 2006 with respect to the above referenced request for special temporary
authority (File No. 0593-EX-ST-2006). The amendment makes the following changes to
the pending request for special temporary authority:

       1. Modifies the requested frequencies for the STA from 13950 – 14500 MHz to
14000 – 14500 MHz.

        2. Provides additional information regarding the proposed tower site, along with
the required antenna sketch.

Applications File No. 0592-EX-ST-2006 and 0593-EX-ST-2006 are very similar, but not
identical. The applications involve separate send/receive antenna that will be conducting
separate tests. General Dynamics Advance Information Systems (“GDAIS”) respectfully
requests processing these two applications separately.

      This amendment renews its request for expedited processing of the special
temporary request because of the time sensitive nature of this request.

       Because this project has been classified “top-secret”, the Federal Government
prohibits GDAIS from disclosing the name of the federal agency, the contact person at
the agency, the project number, or the name of the project. Nor can GDAIS disclose
information regarding which satellites are being used as points of communication.

       GDAIS has in the past filed Form 442 applications in this manner and received
approval from the Federal Communications Commission with providing the confidential
information, most recently for an application filed with the FCC in January 2002.
