                     Justification for Confidentiality Request


1) Identification of the specific information for which confidential treatment is sought

We request restriction on the intended application

2) Identification of the Commission proceeding in which the information was submitted or
a description of the circumstances giving rise to the submission

General Atomics' request for STA is in support of tests that will be carried out in June-November
08.

3) Explanation of the degree to which the information is commercial or financial, or
contains a trade secret or is privileged

The information contains both a trade secret that General Atomics needs to protect to maintain
its competitive position, and internationally restricted information

4) Explanation of the degree to which the information concerns a service that is subject to
competition

The information concerns a possible future product that would be offered for sale and should not
be made available to competition.

5) Explanation of how disclosure of the information could result in substantial competitive
harm

Disclosure of this information will allow General Atomics' competitors and foreign companies to
understand the intended application of the system, and how it operates, allowing them to build
competitive systems.

6) Identification of any measures taken by the submitted party to prevent unauthorized
disclosure

This information has been protected as General Atomics proprietary information.

7) Identification of whether the information is available to the public and the extent of any
previous disclosure of the information to third parties

This information has been presented to representatives of the US Government and a very limited
number of industry individuals under Non-Disclosure Agreements (NDA).

8) Justification of the period during which the submitting party asserts that the material
should not be available for public disclosure; and

General Atomics requests that the material should not be available for public disclosure for a
period of five years. This would allow General Atomics to fully utilize its innovative concepts

9) Any other information that the party seeking confidential treatment believes may be
useful in assessing whether its request for confidentiality should be granted.
Granting this waiver will help us move forward with this innovative product
