Mr. Young,
The two San Diego locations are for ground testing only. The equipment will be stationary when the transmitter
is ON. The 0‐50 feet elevation reflects that the equipment maybe placed on the ground or elevated to the roof
of a 2 storey building depending on suitability
In the Palmdale location, it will be tested in the ground before flying, while the other two are airborne testing
only

What does transmitting from 0-50 ft from the ground mean? Are you moving the transmitter up and down? It
appears that the two San Diego sites are for ground transmissions only, the Oceanside shore and Borrego
Springs sites are for testing in-flight only and Palmdale is being used for both ground and flight transmissions.
Are the ground transmissions from fixed locations, will the transmitters be moved around but operated while
stationary or will they be operated while in motion?
