What does transmitting from 0-50 ft from the ground mean? Are you moving the transmitter up and
down? It appears that the two San Diego sites are for ground transmissions only, the Oceanside shore
and Borrego Springs sites are for testing in-flight only and Palmdale is being used for both ground and
flight transmissions. Are the ground transmissions from fixed locations, will the transmitters be moved
around but operated while stationary or will they be operated while in motion?

The items indicated above must be submitted before processing can continue on the above referenced
application. Failure to provide the requested information within 30 days of February 14, 2012 may result
in application dismissal pursuant to Section 5.67 and forfeiture of the filing fee pursuant to Section
1.1108.
