Please explain in the area below why an STA is necessary:
By the instant request (“STA Request”), General Atomics, Aeronautical Systems, Inc. (“Applicant”) requests that the Commission grant Special Temporary Authority (“STA”) to allow Applicant to operate the Radiolocation Service facilities specified herein, during the period of 6 months.

Purpose of Operation
Please explain the purpose of operation:  STA is requested to temporarily operate the Commission-certified GroundAware® system on the discrete frequencies of 3.09375-3.296975 GHz for the purpose of providing perimeter protection for detecting targets outside the perimeters of our El Mirage and Gray Butte airfields. The GroundAware® radar, manufactured by Dynetics, is a state-of-the art all-digital, web-based, low-power, pulsed, non-scanning, ground-based surveillance lower S-Band radar providing real-time situational awareness of property subject to intrusions by humans, vehicles, or animals. The system automates detection, target (intruder) classification, and deterrence of threats.
