Please explain the purpose of operation:  This project is funded via General Atomics internal research and development funding for development of a system to be used by the US Army. This is not in conjunction with any direct government contract, and therefore does not have a contract number. Max altitude for this request is 30,000 feet MSL in restricted areas R-2306, R-2307, R-2308, R-2309, and R-2311
