Explanation
Please explain in the area below why an STA is necessary:
STA requested to obtain permission to use both fixed and mobile emitters that will facilitate testing of experimental equipment that will be used to drop sonobuoys from an unmanned aerial system (UAS).

Purpose of Operation
Please explain the purpose of operation:  Purpose of operation is to fly a General Atomics unmanned aerial system (UAS) from Laguna Army Airfield (ICAO KLGF) along a route of flight previously approved by the FAA to the US Navy-owned San Clemente Island airspace contained within the W-291 warning area. While within W-291, the experimental equipment listed in this application will be used to drop sonobuoys in conjunction with the US Navy. This is NOT for a government-funded contract; the operation is being conducted for research and development purposes and is fully funded by General Atomics R&D. Maximum altitude while in restricted area surrounding Yuma and Warning Area 291 is 25,500 feet MSL; minimum altitude 1000 feet MSL. Emitters listed in this request will NOT radiate when in transit from Yuma Proving Ground to W-291.
