DESCRIPTION OF RESEARCH PROJECT



   1) This research project consists primarily of ground-based emitters used to calibrate aircraft
      mounted electronic surveillance payloads in support of a US government contract. The ground
      emitters will be at a fixed site location throughout the duration of the program. The aircraft will
      fly preplanned routes in accordance with FAA rules and regulations to collect data from the
      ground based emitters for alignment and calibration purposes. While the majority of this
      authorization is requested for ground emitters, limited transmissions from the aircraft will be in
      this application and detailed under the technical data section.
   2) The ground-based emitters are necessary for fine tuning the accuracy and performance of the
      payload when mounted on an airborne platform.
   3) The range of frequencies combined with timing of signal activation and ERP input variations
      while coordinating with a moving aircraft preclude existing communications facilities from
      providing adequate services for this project.
