This refers to application, File No. 0033—EX—ML—2003, for Experimental Radio Station
WCZXLR.

The enclosed authorization shall be considered as a grant of the referenced application unless
rejected by a written notice within thirty (30) days from the date of this letter, whereupon the
enclosed grant will be vacated. Such rejection should include a statement of the reasons, if any,
why the applicant believes that the application should be granted in accordance with the terms
requested therein.

You are advised that the Commission was unable to make a finding that the public interest
would be served by a grant of the application in the manner requested. We are not able to grant
all of the frequencies requested due to objections from the Air Force and Army. The frequencies
between 32..5 MHz and 74.7 MHz have been approved and are reflected on the license. The
others have been rejected. You may consider contacting these entities directly regarding the
frequencies that were denied.
