Explanation
Please explain in the area below why an STA is necessary:
This request for a Special Temporary Authorization (STA) is submitted in accordance with CFR 47, Part 5.61. An STA is required in order to perform Low Level Swept Coupling (LLSC) testing on an aircraft for the purpose of aircraft threat development for a High Intensity Radiated Field (HIRF) environment. This test requires swept intentional transmission directed towards an aircraft. HIRF certification is required before the applicable aircraft can be equipped with Garmin avionics.

Purpose of Operation
Please explain the purpose of operation:  Performance of aircraft coupling testing in support of High Intensity Radiated Field (HIRF) certification for aircraft to be equipped with Garmin avionics. The purpose of performing Low Level Swept Coupling (LLC) testing on an aircraft is for HIRF threat development for equipment installed on the applicable aircraft. The results of the LLC testing are then extrapolated to the applicable external HIRF environment to establish the equipment level HIRF threat. In a laboratory, Garmin Avionics and applicable aircraft interface equipment will then be tested to the HIRF test levels per the results of the aircraft threat development. Additional applicable information is found in Exhibit 1 and 2 of this application.
