Explanation
Please explain in the area below why an STA is necessary:
Operation of a short-term, seasonal, low-power drive-by AM broadcast transmission system using non-conforming equipment which doesn't satisfy Section 15.201 of the rules. Asking for approval for operation under Section 15.7.

Purpose of Operation
Please explain the purpose of operation:  Galaxy wishes to operate, for and on behalf of the Onondaga County Parks department, a governmental agency, a 5 watt AM broadcast signal on 680 kHz. The programming is provided for park patrons driving through a holiday lights display, and provides event information, safety announcements, and holiday music. The proposed system would consist of a 5 watt transmitter, center feeding a long wire which is run along the 3 mile park route, suspended 12-inches above ground level.
